ADVERTISED PROGRAMME MANAGER - CAPACITY BUILDING (Dar es Salaam)
JOB OBJECTIVES
Provide leadership and support in strengthening the
organizational and technical capacity of AMREF Tanzania as an institution,
Partners/CSOs, local government and health systems to improve quality of care
and respond to community health needs
REPORT TO: DEPUTY
COUNTRY DIRECTOR
DUTIES AND
RESPONSIBILITIES:-
- In liaison with TZ SMT, National Offices and Programme and Project Managers, in identification of opportunities for new programme development and participates in the writing concept papers and proposals on capacity building and training consistent with Government of Tanzania and AMREF strategies.
- Participate actively in national efforts and forums by Ministry of health and other stakeholders in strengthening human resource capacities including community health workers
- Forge collaboration with development partners and other partners including Ministry of Health and Social Welfare and other relevant ministries in establishing opportunities for engaging CSOs, the private sector and Corporate in capacity building agenda
- Take lead in development and implementation of innovative capacity building agenda at country level by coordinating and supporting AMREF Tanzania projects and programs with design, review and harmonization of training curriculum and materials development in related subject areas.
- Ensures that AMREF projects meet the minimum training standards as stipulated in national policies, curriculum and guidelines of respective authorities
- Work with country programmes, projects and other stakeholders in analyzing and addressing training needs of health care workers including community health workers.
- Support AMREF programmes and projects in developing training curriculum and packages for MOHSW, CSO and other partners that are relevant to AMREF Strategy
- Provide technical support to AMREF projects to ensure implementation of high quality and relevant training interventions in projects from which lessons are learned and documented
- Provide technical support to HR Unit in strengthening AMREF technical capacity on identified and priority training needs including documentation, research and advocacy skills as per AMREF business plan and strategic demands
- Promote development, management and supervision and backstopping of AMREF e-Learning programme, Tanzania Library and Information Resource Centre and Heritage
- Work closely with Deputy Country Director to support programme and project staff in generation, documentation of good practices from project processes and outcomes/impacts; and appropriate dissemination of programme results

2. PROGRAM MANAGER - Reproductive Maternal Newborn and
Child Health program.
JOB OBJECTIVES
To provide strategic direction, oversight and
leadership to Sexual Reproductive Health/Maternal and Child Health (SRH/MNCH)
portfolio in AMREF Tanzania that is consistent with National standards, guidelines,
policies, and AMREF Strategy and Business plan 2011-2014.Serve as the principal
liaison at programme level for Sida-funded SRHR (Tuitetee) Project with Sida;
Government ministries, departments and agencies in consultation with AMREF
Senior Management. Serve as focal
point for SRH/MNCH portfolio for TCO
REPORT TO: DEPUTY
COUNTRY DIRECTOR
DUTIES AND RESPONSIBILITIES:-
- In liaison with Tanzania Senior Management Team, National Offices and programme and project managers, take lead in identification of opportunities for new programme development and write concept papers and proposals consistent with Government of Tanzania priorities through AMREF strategic approaches
- Provide technical support and guidance in the implementation of MNCH projects. Ensure implementation of the project is in accordance with the contractual agreement between Donor and AMREF; adhering to operational regulations and the set standards for project management, financial procedures, procurement and human resource management
- Oversee the management of overall programme budget including quality partnership with sub-grantees
- Work closely with the development partners, ministry of health and social welfare and other relevant ministries and stakeholders in sharing and dialoguing along the identified project strategic components
- Generate pragmatic and evidence-based initiatives for bridging the existing gap between young people’s sexual and reproductive health needs and their access to health care system
- Guide, provide technical support and leadership in strengthening AMREF SR/MNCH portfolio in AMREF Tanzania
- Participate actively in national efforts and forums addressing sexual reproductive health rights (SRHR) for young people and in MNCH forums
- Guide on timely compilation of projects’ reports under MNCH portfolio and facilitating prompt submission to SMT, MoHSW, and to Donors.
QUALIFICATIONS
- Master degree in public health, social sciences, community development or related field
- Well-versed with central and local government structures including health systems.
- Experience in project design, planning and management skills including results analysis on project performance
- Experience in sexual reproductive health projects among young people
- Three to five or more years experience implementing SRH, HIV and AIDS prevention and support programmes
3. PROJECT
MANAGER – M & E /STRATEGIC INFORMATION
(1 POST – DAR ES SALAAM
JOB OBJECTIVES
To develop and manage
country level results-based monitoring and evaluation framework that measures
AMREF Tanzania country programmes performance in consistence with AMREF
strategic directions and business plan; and ensure its alignment to Tanzanian
National M&E frameworks and health management information system. Also, to
provide technical support and analytical strategic guidance to AMREF Tanzania
in developing and implementing AMREF’s global management information systems
and ensuring a close fit between AMREF’s M&E systems and the needs of
country and programme leadership.
REPORT TO: DEPUTY COUNTRY DIRECTOR
DUTIES AND RESPONSIBILITIES:-
- Take full charge in identification of strategic information from AMREF interventions, its analysis and packaging for strategic functions as well as aligning with national indicators and work with the M&E lead at AMREF HQ in supporting AMREF’s global M&E systems to ensure information alignment.
- Ensure AMREF M&E and projects information system feeds into the relevant national health-related information system and AMREF strategic directions and identified indicators.
- Develop, manage and coordinate an effective and efficient county-level results-based monitoring and evaluation system for AMREF in Tanzania
- Provide standard guide and support to technical and M&E staff in developing objective, practical, specific and cost-effective performance indicators for results measurements and ensure state-of-the-art M&E system support and its link to global AMREF M&E system.
- Provide technical supervision to project-level M&E staff and support use of AMREF M&E tools, including result frameworks, work plan tools, log-frames, indicator frameworks, performance reports and related on-line databases.
- Actively participate in documentation of best practices and success stories across AMREF.
- Provide technical backstopping in the monitoring and evaluation system in all AMREF areas of operations and work with technical staff to plan and implement project evaluations including design of special studies to measure impact and cost of AMREF projects.
- Monitor health-related global and national trends to inform programme development processes including reviews and in writing new proposals.
- Actively participate in proposal writing processes ensuring quality of M&E frameworks and plans of proposals submitted for funding and maintain appropriate programme databases including proposals and donors.
- Work with DCD in managing reporting calendar including compiling and reviewing of quarterly and annual country programme reports for AMREF, key stakeholders and donors.
QUALIFICATION AND EXPERIENCE:-
- Masters degree in Public Health; Economics; Biostatics; Epidemiology or related field

Fundraising Manager is responsible for developing and implementing the strategy for raising
funds in order to meet the financial needs and maintain strong external and
internal communications with all stakeholders, at all levels. The primary
function of this position is to explore and identify various funding opportunities and building
successful relationships and networks with various stakeholders.

- Manage, lead, develop and implement the fundraising strategy in line with the organization’s changing needs. Developing the annual fundraising objectives, budgets, activities schedule and results balance.
- Search and share information on new funding opportunities and host fundraising events, campaigns etc.
- Represent AMREF in national and international fundraising meetings.
- Maintain fundraising base and build on existing relationships with donors, volunteers and funders.
- Work closely with project/program managers and management to develop and promote specific fundraising projects.

- Provide overall coordination of fistula activities implemented by AMREF
- Mobilize and coordinate partnerships for participation in fistula activities in the country
- In collaboration with the specialists and other partners, develop and disseminate quarterly and annual work plans for conducting the various fistula program activities
- Provide leaderships and participate in the assessment of needs for program expansion and reach.
- In collaboration with the Obstetric fistula specialists and AMREF finance department, compile and prepare quarterly, annual and other reports in accordance with program contractual obligations
- Organize training workshops and seminars for fistula capacity development
- Participate in proposal writing aimed at accessing additional resources to meet the needs of fistula programming in Tanzania.
- Identify opportunities for enhancing the effectiveness of fistula programming in the country
- Ensure that the fistula project is well integrated within other relevant projects such as maternal health projects implemented by AMREF in Tanzania

JOB OBJECTIVES: -
To provide Technical and
leadership support in the implementation of a community based malaria
intervention in line with the National guidelines and strengthening the primary
health care system in Tandahimba Rural District.
REPORTS TO: PROGRAMME MANAGERGLOBAL FUND
DUTIES
AND RESPONSIBILITIES:
- Overall in-charge of the day- to-day functioning of the project, including planning, implementation, monitoring and evaluation of the project.
- Provide managerial leadership and support to ensure technical soundness of the project in line with the national malaria control guidelines and priorities.
- Provide technical guidance in implementing Community Based Health Care (CBHC) in addressing malaria intervention.
- Support community based interventions and the accompanied capacity building plans for strengthening community structures for preventing and managing malaria
- Provide direction for developing community-tailored IEC materials and performance of community mobilization activities
- Prepare and submit regular technical and financial reports for the project and facilitate submission of the reports on specific indicators required at the district.
- Manage and track the project budget, ensuring that expenses match with specific budget line items; and comply with donor requirements as stipulated in the grant agreements.
- With support from the Monitoring &Evaluation officer, develop M&E framework and plans for keeping track on project progress and outcome.

- To build capacity of community health workers and village health committees to play a full and effective role in planning, delivery and monitoring PMTCT and nutrition services alongside the health system.
- Technical support to mother support group leaders to conduct client follow-up, facilitate HIV exposed children and adults to receive the continuum of PMTCT services
- To Provide PMTCT and nutrition education as well as psychosocial support to HIV positive pregnant women, breastfeeding mothers, and male spouses including adolescents living with HIV.

- Providing leadership in managing project results using results-based frameworks and the reporting tools
- Participate in the Ministry of Health, HMIS and other national activities that relate to the development and adoption of SRH indicators into the national HMIS and reporting system.
- Design and revise appropriate Monitoring and evaluation (M&E) processes and tools for sub-grantees and build M&E capacity among project partners and the local government departments in the relevant municipalities in Iringa and Dar es Salaam
- Providing leadership in monitoring quality of SRH services through conduct of surveys e.g. exit interviews, mystery clients.
- Provide M&E training and on-going assistance to project team and the sub-grantees to ensure quality data collection, transmittal, analysis, use of data for decision making and timely report writing.
- Provide leadership and technical guidance for the preparation of annual, semi-annual and other required project reports.
- Documentation and dissemination of information, assisting developing presentations, abstracts, articles, etc.
- Proactively work with sub-grantees and manager to prepare performance data for the collected reports
- Refine project reports ready for submission to higher authorities and provide timely feedback on the quality and contents to project team and the sub-grantees
- Evaluate results achieved by program and partners against their targets and track overall progress in achieving the program goals.
- Work with advocacy and policy analysis teams in identification of lessons/evidences to feed into policy reviews, generation of advocacy agenda.
- Lead on program operational research and evaluation (baseline, mid and end-of project) studies
- Compile feedback to be shared with the Regional and Municipality authorities, the MOHSW and Sida on results and best practices.
QUALIFICATIONS AND EXPERIENCE:
- Masters degree in public health or related subjects such as demography, health informatics, statistics, epidemiology or equivalent.
- Minimum three (3) years experience in monitoring and evaluation of health, SRH or HIV/AIDS programs.
- Skills and experience in M&E capacity building for individuals and organizations
- Previous M&E experience in a results-based models
- Proficiency in evaluation design and development of indicators.
- Good working knowledge of descriptive, inferential and advanced statistics.
- Strong qualitative, quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues
